Julio R. Gonzalez is a Technical Director with the U.S. Risk Cyber Team at ABS Consulting, where he advises critical infrastructure owners and operators on cyber-physical risk, operational resilience, and security strategy. He brings more than 24 years of leadership experience spanning the U.S. Coast Guard, the Cybersecurity and Infrastructure Security Agency (CISA), and the private sector.

Throughout his career, Julio has led security, resilience, and emergency management initiatives supporting ports, maritime transportation systems, energy facilities, and other critical infrastructure. Prior to joining ABS, he held executive and consulting leadership roles focused on helping organizations strengthen security programs, improve emergency preparedness, and integrate cyber and physical risk management. Earlier in his career, he served as a Supervisory Protective Security Advisor with CISA and as a U.S. Coast Guard Port Security Specialist and commissioned officer, specializing in maritime security, MTSA compliance, critical infrastructure protection, and all-hazards incident response.
