Troy A. Hosmer

Mr. Hosmer is the Maritime Security Manager at the Port of Oakland. He came to the Port in 2017, following his retirement from the U.S. Coast Guard after 23 years of service. He currently manages the Port’s portfolio of maritime security operations, including the Joint Security Operation Center, participation in the National Strategic Seaport program, and serves as liaison with respective federal, state, and local public safety and security partners throughout the region.
Before coming to the Port, Mr. Hosmer served as the Chief of Maritime Homeland Security & Homeland Defense for the U.S. Coast Guard Pacific Area, with previous assignments including command of 3 Coast Guard cutters; a tour as the Coast Guard Liaison Officer and assistant anti-terrorism/force protection officer for the U.S. Navy’s 3rd Fleet; and assignment to the Office of the Secretary of Homeland Security as the Military Aide to the Deputy Secretary.
Mr. Hosmer is a graduate of the U.S. Coast Guard Academy and also earned a master of arts in National Security and Strategic Studies from the U.S. Naval War College.
