Chad Carpenter is the Director of Technical Offerings at Sandoval Custom Creations, Inc. (SCCI) and Program Manager for the SCCI RAPTOR platform, a patented single-pane-of-glass visual intelligence system (U.S. Pat. No. 11,710,319) built for maritime and land domain awareness. A 23-year law enforcement veteran, Chad previously supervised the South Dakota Division of Criminal Investigation’s Technical Services Unit, which he established, and before that served in the U.S. Marine Corps Security Forces. He has spent the past several years fielding RAPTOR with marine and federal law enforcement units in ports, harbors, and inlets, and brings RAPTOR 2.0 to its public debut at this year’s program. A long-time advocate for technology in public safety, Chad contributed as a stakeholder and speaker with Video Quality in Public Safety (VQiPS) and is a certified member of the National Association of Technical Investigators. He lives on an acreage in rural South Dakota, where he strives to be a gentleman farmer.
