Chris is the Port Security Manager for the Port of San Diego and brings with him 34 years of diverse experience. He is an experienced emergency services manager with oversight of fire, police and 911 services: possess exemplary work ethic and integrity in leading security operations and managing critical programs. Hard working, detail-oriented leader and problem solver, who is confident under pressure.

Prior to joining the Port, he served as a United States Marine, as a military police officer in both enlisted and officer duties in expeditionary operations and garrison. Additionally, he served as a Transportation Security Officer for the Transportation Security Administration. While at the University of Utah, he earned a Bachelor of Science (BS), Health Education and Promotion, Emergency Medical Management, and a minor in Naval Science in May 2005.

Examples of his work include:

  • Implemented security enhancements including camera/sensors, biometric readers, physical barriers and gates that have prevented unauthorized access to the United States Coast Guard regulated terminals of the Port of San Diego.
  • Employed specialized personnel, camera systems, radios, computer software, and other information technologies to provide safety and security during high profile events, ceremonies, and daily counter-terrorism operations both in peacetime and in combat operations.
  • Developed and implemented aggressive security plans involving physical inspections and video studies of living/working spaces which promoted safety and security resulting in the denial criminal activity and protection of over 20,000 people during combat operations.
  • Effectively managed the Commander’s Emergency Response Funds ($1,000,000.00) which supported foreign nationals’ safety and emergency communications assets. As the result enabled the early warning and notification system in impoverished areas of the Philippines.
  • Led 120+ international security and emergency response team members in security operations during transition of authority to Afghan National Army.
  • Integrated intelligence, personnel, and assets into the planning and execution of security operations which resulted in a 93% case solve rate.
  • Served as the second in command to the Commander of 700+ civilians, Marines, and contracted employees in fire, law enforcement and base security.
  • Successfully supervised operations and led 30+ law enforcement team members in law-and-order operations, working dog support, criminal investigations, and force protections efforts overseas.
  • Served as the Program Manager, Disaster Service Worker (DSW), and Logistics Manager of the Temecula Citizen’s Corps (TCC) spanning 4 years of membership.
