CAPT Boris Montatsky is the Director of Operations at U.S. Coast Guard Cyber Command. He is responsible for protecting and defending Coast Guard networks and systems, assess and inform cyber risk across the Marine Transportation System (MTS) and conduct cyberspace operations to prevent and defend against attacks targeting U.S. national interests.

Prior assignments include Chief of the Cyberspace Operations Policy Division (CG-7) and Chief, Intelligence, Surveillance, and Reconnaissance (ISR) Information Assurance Division (CG-2) at Coast Guard Headquarters; Chief, Centralized Service Desk in St. Louis, MO; Cybersecurity Certification & Accreditation Team Lead at Telecommunications Information Systems Command (TISCOM), Alexandria, VA; and Assistant Response Department Head and Search and Rescue (SAR) controller at Sector Lake Michigan, Milwaukee, WI.

Captain Montatsky earned his commission from the U.S. Coast Guard Officer Candidate School, New London, CT. He is a graduate of Northern Illinois University where he earned a Bachelor of Science degree in Operations Management and Information Systems. His post-graduate education includes a Master of Science in Information Technology Management from DePaul University, Chicago, IL, and a Master of Science in Strategic Information & Cyberspace Studies from the National Defense University, Washington D.C. He also holds numerous professional certifications. Captain Montatsky is a permanent Boat Forces Pin (Pewter) holder and has been awarded several personal and service awards, including the Meritorious Service Medal (4), the Coast Guard Commendation Medal, and the Coast Guard Achievement Medal. He is also a 2020 Old Crows Association Military Service Award Winner and is a recipient of 2026 AFCEA St Isidore Gold Medal award. Captain Montatsky was born in Minsk, Belarus and immigrated to the United States in 1989 where his family settled in Chicago, IL. He has been married to his wife Karina for 22 years, and they have two sons – Sean (21) and Ethan (18).
