James Gartland is the Lifeguard Chief for the City of San Diego Fire-Rescue Department, a role he has held since March 2018.

With over 31 years of dedicated service in the Lifeguard Division, Chief Gartland brings extensive operational experience, leadership, and a deep passion for public safety on San Diego’s beaches and waterways. He previously served as Marine Safety Captain and has been a key member of the department’s lifeguard operations for more than two decades.

Professional Background and Expertise
Chief Gartland is a graduate of San Diego State University, where he earned a degree in Business Administration/Accounting. He further enhanced his leadership credentials by completing the Wharton College Mission Critical Team Professional Development Program.

His expertise extends beyond beach and ocean rescue operations. He has served as:

  • Chair of the San Diego Regional Aquatic Lifesaving Emergency Response Taskforce (SDR ALERT).
  • Member of the Type 3 San Diego All-Hazards Incident Management Team.
  • Chair of the Area Maritime Security Subcommittee on Preventative Radiological Nuclear Detection.
  • Regional Maritime Emergency Preparedness Manager with the City’s Office of Homeland Security (for 18 months).

These roles highlight his capabilities in emergency preparedness, multi-agency coordination, and incident management across maritime and all-hazards environments.

Leadership and Community Impact
Chief Gartland has continued the strong tradition of San Diego’s world-class lifeguard service, emphasizing training, community outreach (such as the Junior Lifeguard Program), and public safety initiatives like rip current awareness. He is frequently called upon to speak on marine safety, large-scale incidents, and the work of his team.

Fire-Rescue leadership has praised his dedication, with former Chief Colin Stowell noting that Gartland “has a passion for lifeguarding and is a dedicated member of our department and the San Diego community.” Mayor Kevin L. Community Involvement
Outside his professional duties, Chief Gartland is deeply involved in the San Diego community. He has served as President (and previously Vice President) of the Old Town Academy School Advisory Board, volunteered with the San Diego Coastkeeper, Clairemont Hilltoppers Little League, and held officer positions with the San Diego Lifesaving Association and the San Diego Association for Lifeguards. He also previously served as a fiduciary and trustee of the San Diego City Employees Retiree Medical Trust.
