Los Angeles 2028 Olympic and Paralympic Games
In August 2023, Ms. Morgan was appointed Senior Vice President (SVP) of Safety and Security for the Los Angeles (LA) 2028 Olympic and Paralympic Games. Ms. Morgan is responsible for overseeing security operations, working in partnership with local, state, and federal agencies, as well as developing and implementing safety protocols, policies, and procedures for the 2028 Los Angeles Olympic Organizing Committee. Ms. Morgan possesses over 25 years of law enforcement and national security experience with the Federal Bureau of Investigation (FBI) and has built an extensive background in managing various complex security and counterterrorism landscapes.
Prior to joining the 2028 Olympic and Paralympic Games, Ms. Morgan held senior leadership positions at the FBI, including Assistant Director and Senior Law Enforcement Advisor to the Central Intelligence Agency (CIA), where she led and coordinated high-level operations between the FBI and CIA, domestically and internationally. She also served as the Special Agent in Charge of both the Los Angeles Criminal and Intelligence Divisions, overseeing critical infrastructure protection, special events, and large-scale security initiatives and operations, including the safeguarding of aviation, maritime, and transportation critical infrastructure, such as the Los Angeles International Airport (LAX) and the Los Angeles and Long Beach Seaports.
Throughout her career, Ms. Morgan has cultivated and led interagency collaborations, developed crisis management strategies, and established security protocols, while also overseeing large-scale security operations. Her expertise in leading and managing high-profile counterterrorism efforts, protecting high-value targets, managing high-stakes criminal investigations, working across an array of international and national jurisdictions, and building strong relationships with law enforcement partners allows her to seamlessly apply her skillset to the dynamic, multi-agency environment of the 2028 Olympic and Paralympic Games.
Ms. Morgan was born and raised in Los Angeles, California. She earned a Bachelor of Arts degree in Legal Studies from the University of California at Berkeley in 1990 and then attended the University of Southern California where in 1993 she earned a Master’s Degree in Public Administration with a minor in Public Policy.
