Special Agent Stephen Biggs currently has over twenty-one years of combined law enforcement experience and was assigned as a Supervisory Special Agent (SSA) within the Naval Criminal Investigative Service (NCIS) San Diego Field Office, National Security Directorate in 2022.
SSA Biggs leads a national security investigative team, which proactively focuses on the protection of current and emergent critical defense technologies, assets and public facing events involving the Department of the Navy occurring throughout the Southern California area of responsibility.
SSA Biggs formerly served in investigative assignments at the NCIS Southeast Field Office, Jacksonville, FL (2008-2014), where he was assigned to the North Florida High Intensity Drug Trafficking (HIDTA) Task Force. From 2014—2018, SSA Biggs was assigned to the NCIS Hawaii Field Office, Honolulu, HI where he was the NCIS representative to the Federal Bureau of Investigation (FBI), Honolulu Division, Joint Terrorism Task Force (JTTF) – Pacific. SSA Biggs served as the sole representative from the Department of Defense (DoD) to the FBI JTTF, responsible for the investigation of international and domestic terrorism matters with a nexus to the DoD. From 2018–2022, SSA Biggs served as the Resident Agent in Charge of the NCIS led DoD Force Protection Detachment at the United States Embassy in Jakarta, Indonesia. SSA Biggs led a team of security and law enforcement professionals who ensured the safety and security of approximately 12,000 in-transit active duty and civilian DoD personnel who visit the Republic of Indonesia annually. Special Agent Biggs currently resides in San Diego with his family.
