Lt. Sigrid Phinney

Sigrid Phinney is a Lieutenant from the South Carolina Law Enforcement Division. She serves as the SeaHawk Interagency Operations Center (IOC) Coordinator and the Fusion Liaison Officer (FLO) for the State of South Carolina. Her main duties entail overseeing daily operations involving planning, coordinating, and executing maritime security operations among interagency partners. The focus is to improve information sharing and tactical coordination bringing together all of the IOC and fusion center partners. The IOC works under the mission of “All Threats All Hazards”. As the FLO for the state of South Carolina, she created an application for the phone that is provided to the over 460 Fusion Liaison Officers (LE, FD, EMS, EMD, Private Sector, and School Security) around the state to share contact information and various other intelligence.
Lt. Phinney conducts state and nationwide training to local, state, and federal agencies on South Carolina’s Information and Intelligence Center capabilities. One of her major accomplishments is coordinating multi-state/multi-agency operations (4 states, 2 USCG districts, and 5 United States Coast Guard (USCG) Captain of The Port zones). The most recent one being in 2022 that consisted of 116 different agencies and 461 personnel. While serving as the IOC Coordinator, LT Phinney was awarded the USCG Meritorious Public Service Award, and the Distinguished Public Service award from the USCG. In 2018, she was also awarded the Strom Thurmond award for excellence in Law Enforcement.
Lt. Phinney has been a certified officer in the state of South Carolina for 26 years. She has been employed with the South Carolina Law Enforcement Division for 19 years. Prior to that, she worked for Summerville Police Department for 7 years. Lt. Phinney was also an active-duty member for the United States Coast Guard for four years in New York and then continued in the USCG Reserves for another 4 years in South Carolina where she worked in law enforcement and search and rescue.
