Captain Patrick M. Hilbert

Sector Commander and Captain of the Port
U.S. Coast Guard Sector Puget Sound


CAPT Hilbert serves as the Commander, Coast Guard Sector Puget Sound. He reported aboard and took command in August 2020 after his most recent assignment as Chief of Prevention 17th Coast Guard District located in Juneau, AK.

A native of Spencerport, New York, CAPT Hilbert graduated and received his commission from the United States Coast Guard Academy in 1995 where he earned a Bachelor of Science in Marine Biology. In 1997, CAPT Hilbert earned a Chemical Engineering Master of Science Degree from the University of Colorado at Boulder.

CAPT Hilbert’s previous operational tours include assignments as Deputy Commander, Sector Juneau where he led approximately 250 active duty, reserve, auxiliary, and civilian members with ten field commands and detachments; a Coast Guard Marine Inspector and the Assistant Port Safety and Security Branch Chief at Coast Guard Sector New York where he supervised more than 60 Coast Guard active duty and reservists to execute the Coast Guard’s Port State Control program, vessel pre-arrival screening and manage facility, container and explosive load out inspection programs in the United States 2nd largest port; and Deck Watch Officer and First Lieutenant on USCGC RELIANCE where he supervised 21 personnel and conducted fisheries and illegal migrant law enforcement boardings in Coast Guard’s Atlantic Area.

His previous staff assignments include assignment as Chief, Hazardous Materials Division at CG Headquarters where he served as U.S. Head of Delegation to the International Maritime Organization’s Carriage of Cargoes and Containers Subcommittee and the Designated Federal Official for the Chemical Transportation Advisory Committee; Chief, International Security Department at CG Activities Europe where he led the CG’s congressional mandate to assess anti-terrorism measures & monitor implementation of the International Ship & Port Facility Security Code at overseas ports working with more than 80 foreign governments and U.S. embassies, DOD & DHS reps throughout Africa, Europe & the Middle East; a Program Analyst in the Office of Performance Management and Assessment at CG Headquarters; a Coast Guard Liaison Officer to the Department of Homeland Security’s Office of Policy Strategic Planning Division in Washington, D.C. where he worked on implementation of the Secretary’s Goals and Priorities; and a Staff Engineer and Salvage Engineering Response Team member at the CG Marine Safety Center located in Washington, DC.

His personal awards include DHS Secretary’s Award of Excellence and various personal accommodations.

He looks forward to enjoying the waters, the mountains and the people of Puget Sound region with his family while stationed in Seattle.
