Mr. Sparta Cheung serves as the Chief Engineer for the SeaVision program. He has over 12 years of experience at the Naval Information Warfare Center (NIWC) Pacific.

SeaVision automates collection of maritime data from a variety of sources to include terrestrial AIS, satellite AIS, coastal RADAR, and satellite imagery-based position and applies that data against user defined business rules and algorithms. SeaVision is used by over 3000 users in 90 countries.

Mr. Cheung has worked with Maritime Operations Centers in dozens of African and Southeast Pacific countries, supporting numerous U.S.-led exercises, training events, and technical demonstrations. Through these experiences working directly with SeaVision operators and observing the unique challenges of each environment, Mr. Cheung has led technological enhancements to SeaVision to improve the Maritime Domain Awareness (MDA) capabilities of partnering nations.

Sparta holds three patents related to the development of MDA hardware and communication systems. As a Southern California native, Mr. Cheung has a master’s degree in Electrical Engineering from the University of California, San Diego.
