Deputy Chief Randall Allen

Los Angeles Port Police


Randy Allen was appointed as a Los Angeles Port Police (LAPP) Deputy Chief in June of 2018. He is in charge of both land and marine operations, and the Maritime Law Enforcement Training Center (MLETC).

Prior to joining the LAPP, Deputy Chief Allen served more than 27 years at neighboring Long Beach Police Department with a breadth of multidivisional assignments. During his career at Long Beach, he promoted through the ranks, ultimately promoting to Commander in 2012, when he was assigned to lead the Communications and Training Division. This included command of the Long Beach Police Academy and the 911 Emergency Communications Center. From 2015 to 2017, Chief Allen was assigned to the Long Beach Port Police Division as the commanding officer in charge of securing the Port of Long Beach. He was responsible for all operations including water and landside policing, security personnel, AMSC seat, Port Security Grant Programs, LBPD’s Rad/Nuke program with STC, and public safety dive operations.

Allen earned a B.S. in Business Management from the University of Phoenix in 1999, a Masters of Public Administration from California State University, Long Beach in 2001, is an FBI Academy Graduate (Class 216) and possesses an FBI Secret Clearance. Deputy Chief Allen lives in Long Beach with his wife of 27 years and is the father of two grown children.
